SG suffers from long journey times and congestion.

You don't think it's congested enough already? 5 hours to Ararat is not
going to be attractive to passengers. On BG via Ballarat you can be there
in half the time, making a day return attractive.

Why would anybody in Ararat want to spend 10 hours on a train to go to
Melbourne and back in a day?

Meanwhile you lose passengers as the delays and journey times increase.
