Perhaps the driver saw that there was something ahead of him, or knew by
some means that moving forward would prove fruitless. Remember the rule
says a minute or 90 seconds or whatever, you are then allowed to pass the
signal that's at stop, but no-where does it say that the driver HAS to pass
the signal at stop.
