It was started in August 1992. The control message, which can be found at
ftp://ftp.isc.org/pub/usenet/control/aus/aus.rail.Z , was sent in May 1993,
but the group was created about nine months before that (according to the
control message).

As for who runs it, the nature of Usenet is that nobody runs it.
