G'day Marc,
Sounds exactly like the two wagons that are currently being used to lay
ballast on the new track being laid in the NRC Chullora redevelopment. They
are loaded from road trucks, and pushed around by a modified tractor.
If I get a chance today, I'll ask where they came from.
