The fact that it is completely and utterly disconnected from the system?
There is a road crossing the line - the line has been dug up to allow that
road to be built. There is a gap of about 40 metres between the tracks.

There is no reason why a hi-rail would be operating on the line, and there
is no reason why RAC would be concerned with this line.
