Customer Advance Purchase Excursion Rail.
It was around when I was in Cloncurry Ticket office (91-96), but I don't
know whether it's still available.
Not unlike the airline discounts for early purchase of tickets.  I never
actually issued any, so I don't know about any
conditions attached, but no doubt there would have been a swag of them...
