Silent Service (has the Railways taken over from the Navy)

 I have been travelling for the several year now using the  Met or
Mess  and  have just started to use V/Line. One thing that has struck
me is lack of usage of whistle went leaving station and approaching
road crossing it is wonder  that no one has injured or killed.

Yet on Steam trips the drivers use the whistle quite freely went
approaching  crossing or station.

Is any reason for this.
