The private train operators won't let you know what their vandalism
bill is, but I can tell you that hardly one train train pulls into
Flinders st. at night without having half a dozen windows kicked out.
The train system is virtually unpoliced and the Transit police that are
around are just biding their time till they can get transferred to
another area, most consider it beneath them to be stuck in "Transit".
Why have a bunch of meat heads from Chubb with no more authority than
any citizen or rail knowledge, patrolling the trains when you've got
CSE's with full enforcement powers at your disposal.
