And he's quite right. I'm quoted saying similar things in the age.

Basically security guards or cops on hide and seek patrols will only
catch very stupid vandals who decide to do it in front of them. This
means there needs to be a conductor on every train and staff at every
station. (Except some with low patronage and no security problems, like
perhaps Wattle Glen)
