Congestion.
The NRC Melbourne Operations Terminal consists of 5 tracks, two short
and three long. It is one of the long roads that accesses the Appleton
dock line. In the evening PW4 arrives, WP2 arrives, PW4 departs, and
MA3 departs. PW/WP trains have a complete remarshalling in Melbourne
with vehicles attached and detached and through loading reversed. 
Expected increase in traffic on the AD line include trains running
to/from the new grain silo. 
Not sure if the duplex annett keys is a final outcome or a temporary
fix until they see what traffic ensues.
