On Dec 31, 1900, at 10 a.m., GMT, Queen Vic signed the act that made Australia
a federation. she did so...so that Australia would be so from the 1.1.01, the
beginning of the new century.  A wise old queen, she was.

I guess, this means the next century was reckoned at beginning at 1.1.01,
along with the millenium, but any excuse for a piss up will do.
