If loco failed, fireman would take staff to station from which assistance
most readily available, give to driver of relief engine as his authority to
enter the section, and then pilot the relief engine back to his train.

Another scenario was when a train needs to be divided, or rear part of train
disabled.  Then train engine needed staff as authority to both take forward
part out of section (but with no tail disc showing!) and to return for
second part.
