Concord West has always been slated for redevelopment work since it's the
closest pre-existing station to Homebush Bay, and therefore is going to be a
key supplemental transit point during the Olympics.
That's why all the work is going on, and the fact that the derailment
occured there some time ago is only a side-issue.
