Perhaps because the formation is already there for most of it, an EIS is not
necessary?

Besides, who says that it is going to be built now? Makes sense to allow for
future plans in any new construction.

This is at odds with your statement above, which say there will only be an 8
car terminating road between the Up and Down roads at Chatswood.
