Ok lets get some facts straight.

Off peak is from 9 am in metro but in some outer areas they can sell
them earlier. 
Peak hour/time is from 1st train to 9 am in Sydney Metro. So if the
train leaves 6 am from your station and arrives in the Metro system
after 9 am you will in theroy get the off peak. Notice I said Sydney
metro not Sydney. Even thought there are not many people at 4 am the
sole purpose of the trains at this hour to get workers off to work with
as least hassle as possible ie no prams, screaming kids, Single mother
that know their rights, junkies etc.
