This arrangement became the case after 4490 failed at Goulburn. (FYI:

What was planned for the 3 locos was that a loco was to take the train
from Dynon to Spencer St, run around and then return to Dynon, where the
other 2 locos would have then been picked up. This was the case as with
3 locos they would have fouled the starting stick at Spencer Street.
