Re: VHST/Sydney Airport

The picture got very confusing yesterday. Badgery's Creek and Kurnell were
both canned, and VHST doesn't seem to be going anywhere. Instead, the Feds
appear to be interested in a broader feasibility study of high speed all
the way from Melbourne to Brisbane (not the inland freight project).
Nobody seems to want to make a decision.

Part of the problem is the delay in the sale of Sydney Airport, and no
prospect of selling any more of Telstra in the short term. Tim Besley, who
conducted the review of Telstra, is on the Board of Leighton. John Fahey
reportedly told BEsley that Speedrail could have its money if his report
recommended selling Telstra.

However, there is an option to buy some time. The Feds could fund the
Speedrail EIS. This would take about a year and be presented after the
election. Presenting it in Novemeber 2001 would be in time for 2002 Budget
submissions.
