There is a good article by Roger Ford in the latest Modern Railways about
railway fatalities, and what should be counted and what should be excluded.
Well worth reading. I don't think that you should count retards going
through crossings in the count - it is not the railways fault after all, and
is something which is beyond the ability of the railways to control.

People falling from trains because of a lack of central locking (as happened
on Countrylink) should be counted though, as it was something that the
railways had the power to prevent.
