Not a lot of use if they don't get some powers to demand ID or otherwise
establish identity of the offenders.  Otherwise only the honest/and or
stupid give their true address to the gestapo.  Whether the government will
have the intestinal fortitude to resist the civil libertarians and similar
do-gooders who encourage civil disobedience to the detriment of the general
community, remains to be seen.  Privacy laws can be and are easily abused,
and it is essential that personnel employed in enforcement work have
suitable attitude, personality and training for the work they do.
