If control knows of defective F/L, drivers are usually verbally warned.

Yes and No.

If there is a signal adjacent to a level crossing, it is usually, but not
always, interlocked with the flashing lights.  Now depending on what caused
the F/L or Booms to fail this may or may not prevent the signal may or may
not be interlocked with the Xing to clear.  If it was a track circuit
failure, this might prevent the signal from clearing, or it may have
affected the last signal/s in the rear.
