Your "theory" just went down the drain.

The present Victorian Government is much more friendly towards public
transport than Jeff's was, but sadly it is hamstrung in many areas by
the wacko contracts Jeff signed with freeway owners.

And no, Bracks can't break Kennett's contracts, despite the stupidity of
them. Australia follows the rule of law and long may that continue as it
is the recipe for long-term gain and prosperity.
