Good question Eddie. I was as surprised as you were to see that lash-up.
My theories are that A) Ballast train was prepositioned somewhere 'under
the wires' and the 86's provided the linehaul to its destination
B) RSA is using the 86's to haul its ballast workings in the metro area
because they are more easily available than Freightcorp diesels.
ANyway, it was not a case of mistake identity, there were definitely two
86 class. Any takers as to the answer....
