There is one point to be made.
The power for train services has to be delived from one of the XP's -
there is no other source. I would therefore expect that one of the XP's
on the Dubbo train may be replaced by an EL but not both as there would
then be no power for train services.
On that basis, the Dubbo train would be the most likely to receive any
EL (or other) replacement power, but only with one XP still on the
train. The next slowest train would probably be the Brisbane XPT which
could also have an EL (or whatever) subbing for one of the XP's.
No turning would be required.
Is there some reason why the EL/NR/81/whatever could not be "plugged in"
to the remaining XP so you still need only one crew? I can see no reason
why, given that the train is already wired, why this could not be done.

Brisbane must have some turning facility as NR's work there.
The turntable at M'bah is probably too short.
In any event, why would the EL need turning, see above.
