This contract can be fulfilled by utilising standard gauge, so no
rolling stock needs to be gauge converted.  The facility at Appleton
Dock is dual gauge and there is SG access to western Victoria, SA, and
NSW from there.

I've always thought that it's in FV's best interests not to convert
any more Vic BG trackage to SG as the BG provides a natural and
economic barrier to competitors (it's not worth it for a competitor to
have a lot of locos and stock "captive" on the BG).
