I can see this getting off topic pretty quickly (and I know I'm
contributing to that), but there seems little point in blaming local
business if they didn't pressure for the reopening in the first place.  
(they probably didn't)

Conversely, have any of the freight carriers touted for business along
the route ? 
(doesn't sound like it)

Or was the reopening purely for political reasons ?
