Having just bought a copy of the book myself I just took a look. What you
are refering to here are external mounted shock absorbers. The 421s were
notorious rough riders and were even banned as leading unit at one stage.
The shock absorbers were an attempt to improve the ride quality but as
I recall it made little difference. Other types of locomotives in NSW had
shock absorbers fitted , the 47s had them for a while and the 90 class
still do have them.
