421 Class Bogie Suspension

I bought a copy of the Train Hobby 421 class profile today.  On pages 3 and
25 i noticed that 42101 and 42106 have what appears to be a extra set of
springs fitted.  Presumably these were an experiment to rectify ride
quality problems, does anybody know what their exact  purpose was, how long
they lasted , and what the results were ??.  Presumably they gave up with
the testing of them as they were removed and never fitted to other units.
The other possibilty is that they are actually the same pair of bogies as
one shot is 1970, and the other 1972.
