I agree with you in that I have also always understood that DA7 was rebuilt
from 4813. One contemporary source I have found is the ARHS Bulletin, July
1998, "Here and There" section. To quote the report...
"Another former State Rail locomotive, 4813, was also at Port Augusta
Workshops that day (20/1/97) well advanced in its transformation into DA7
for ASR."
I cannot recall any reports to the contrary, especially concerning 870. The
last report that I am aware of regarding 870 was its departure from Port
Lincoln on 18/4/97.
In the interests of historical accuracy, I hope that this one can be
answered definitively.
