Yes that is how it is done. In Victoria we started using more and more
diesels under the wires to Traralgon until sufficient a case could be
mounted to stop repairing the L classes. New electric's were prohibitive
to buy and so goodbye electric's beyond Warragul. Then beyond Pakenham
went after the privatised railway started and V/Line didn't wish to
continue using someone else's electric's to Warragul. So goodbye
electric's to Warragul.

Maybe a case for electrification couldn't be maintained beyond Warragul
but some one pulled the rug out from under the good case for
electrification to Geelong.
