I doubt there is a loco shortage. With up to 6 ELs ,2 48s and 1873
operable I suspect there is no rush to bring 1872 back and I would wonder
if they will continue with 4816 at this point. As I see it they have returned
442s3 and 1872 is not operational whilst they have gained the use of the
ELs.
