I'm not sure of other states requirements, but the NSW Train Order working
uses the Global Positioning System (GPS) on locomotives in conjunction with
the "Freight rail radio network" (not sure what its' proper title is
nowadays) to verify a trains location when issuing and fulfilling train
orders.
