AIUI Countrylink has made this decisiomn to avoid the hassles that a late
XPT into Sydney causes. If the southbound is more than 90' late there is no
hope that the northbound will depart on time. ARTC are extremely reluctant
to terminate a train at Benalla or Wangaratta platforms as it ties up a
crossing loop.
