A train order is not "complete" until it has been read back to the train
controller and certified as correct in the train controllers' work station.
If an error is dectected during the read back stage, then the order is
cancelled as a "non issue" and a new order is compiled.
If the loco swap occured after the train order was issued, then that order
would have to be cancelled and another order issued with the correct lead
loco number. All NSW train orders (and I assume elsewhere in Aus.) must show
the lead loco number of all trains to be crossed in train order territory as
a means of identifying the train being crossed.
