Freight Victoria's S class loco's have not had the required upgrades for
lead unit running.  Perhaps Darren Wood can be specific on what they
do/don't have and what would be required?  S301 and S307 have a few mods.
When WCR upgraded the B/S class cabs, the list of mods was 2 pages (I think
about 70 modifications from memory!)
