 The last thing Cityrail would want is a train that is almost but not quite
the same as a Tangara. While a lot of spares would be common, a lot will not
be and the equipment layout is different to account for the different sized
cars.

 The SRA and it's former selves have had no end of trouble with one offs. Since
the Tri-bo 8650 entered service how much time has it spent busted, collecting
dust in a depot to time spent out of the road?. And how much of that road time
was it doing restricted duties (like ZigZag banker only) instead of being part
of the main operational pool of 86 class locos ?

 4D would be as much trouble for Cityrail as it is for 'xxxside' trains for
exactly the same reason. Its a one off.
