Number 22 is only an 0-6-0 (-C-)
Number 21 is the 0-8-0 (-D-). Both are using rod drives, and so arent
even Do type. Just -D-.
Westrail used to have the X/XA/XB classes with the rigid 4 axles. They
were 2-Do-2 's
