XPT blackbanned?

G'day,

when departing Spencer St on 8207 this morning at 0849 (Wed), I noticed
the XPT was still there (with a pass arrived on top of it, so it was
going nowhere fast), and it was still there on my way home at 1650.

I'm told it's been blackbanned, but the exact ban in place is not known.

Is this correct?
