    If WCR employs people to rebuild and maintain their R class locomotives and whatever
else they get going, there are going to be less people for the preservation groups. After
working hard on WCR's steam locomotives they are unlikely to either work on other steam
locomotives or they can't put the same time and effort in to the preservation group's steam
locos. So commercial steam locomotives do come into the equation.
