Sydney dedicated freight Line.

Dug up a bit of info about this fantasy project from DOTs Web Site.
The idea is to build a dedicated freight line from Cambeltown to Berowra .
Estimated to cost a cool $1B all up , the idea is that this project will be
mainly funded by the private sector as a BOOT project.
The Feds will inject $127 M into the project on the condition that the States
agree to the one stop shop principle for ARTC. (they havnt so far.)
One has to wonder just what the track access fee would have to be to make
such a line viable .
What really makes me puke is that the feds keep saying that they are
responsible for all the major rail projects currently and in the pipeline
at the moment, eg AP to Darwin , but at the same time the private sector is
actually being expected to foot the majority of the costs.

>From a practical perspective,is there any room on the existing ROW from
Cambeltown to Berowra for another dedicated line, given that at the minimum
another bridge over the Paramatta River would be needed, and at least 2 to 3
crossing loops would also be needed?
