OK from my aspect: Stainless on the tilting part of the wall which was
laminated upstairs and down stairs. The horizontal side is less than the
vertical in all cars even the permanant non smoking cars.

Ha! Don't ya just love the technical detail!
        
They are located in the middle of the laminated bit. It seems to me a
bit bigger than the non smoking signs.

As I have said before Its just a guess.
