broad gauge or standard gauge

Regarding Transadelaide's replacement of some broad gauge sleepers with 
gauge-convertible ones, isn't that inevitable ?  If Transadelaide  wants to 
operate suburban trains flexibly, and ASR wants to run some suburban goods 
eg to the oil refinery on the Noarlunga line, then gauge conversion would 
appear to be the only viable option in the long term.
