Instead, why don't you set the year to 1999, carve up the network into any
suitable prime number, flog most of the assets overseas, instigate 15
different safeworking systems (then scrap them all and put a bloke in front
of the train walking with a red flag), impose severe speed restrictions on
what track IS left, subsidise the road companies and then see if it predicts
what things will be like in 2 years time!!!!
