Half right. Some 3 position signalling is configured as "speed signalling"
Speed signalling is taken to mean when a bottom light is displayed, not to
diverge, (as originally intened) but merely to regulate the speed of the train
for headway/overlap reasons. There are many places where 3 pos. signalling is
used where "speed signalling" aspects are not used. (Melb to Alury SG for
example)

7 aspects actually. I think the latest R&R's dropped clear low speed on a home.
It is doubtful that clear low speed was ever installed on a home signal in
Victoria. It certainly hasn't been used in Victoria for at least 30 years, if
it ever was.
