Its really not very complicated. It's up to each railway administration to
determine if its a loco or whatever. Their word is the final word on the
matter. For instance, DERM's sometimes pulled goods wagons but according to VR
they were railmotors, end of story.
If I had to come up with a definition it would be:
Loco: Able to haul rollingstock, no passenger carrying equipment.
