There is some confusion here. A signal does not have to be able to show 3
aspects to be a 3 position signal. In fact the vast majority of 3 position
dwarfs  only have 2 lenses and can only show 2 aspects. IOW, just because a
dwarf had 2 lenses does not make it a two position signal!

Many automatics on the Melb-Albury SG can only show G/R or R/R, just because
they can only show two aspects does not make them a 2 position signal. There is
even a home signal at Cheltenham which can only show R/R but it is still a 3
position signal!
