Exactly my point. Economies of scale could also reduce costs for NR if
similar/identical locos were maintained there.

That's one reason Queensland Rail leased ELs for the GSPE/Queenslander to
Sydney, they are mechanically very similar to the 2800. Cheaper to
maintain as very little additional training is required, and there would
be some common spare parts.
