NS in Victoria means that it is ok to resume normal speed for sparks, short
passes (can't remember exactly how many cars) railmotors, parcels coaches :-)
light engines etc. From memory they are placed 160 metres past the area where
reduced speed is required.
Don't quote me on the details as I haven't looked at a rule book (or driven a
train in Victoria) for over six years.
