The track circuits are slow because all computer based intelockings
(Westrace, SSI etc) all incorporate anti track-bobbing protection in some
form. On top of this, CSEE circuits have 2 seconds already incorporated. PTC
specs now require 4 seconds - something that the old Ringwood and Newports
didn't have.

It is intersting to note that CBI systems are primarly designed for
entry-exit signalling and not the unit lever style used in Victoria. With
the conversion of Flinders St 'B' to SSI, there has been no 'slowing' of the
interlocking because NX is used at Metrol.
