It's the same company.

The TGV Reseau can average 240km/h in regular service between CDG and Lille.
The Shinkansen 500 averages 262km/h between Hiroshima and Kokura.

A TGV line is actually quite cheap. In the vicinity of AUD$12 million per
km.
