Otherwise, why should passengers travelling into Sydney from country areas
have a swarm of passengers fighting for seats and aisle space invade their
train and make conditions deplorable for the last hour or so of their
journey.  The country trains are not designed for standing passengers, their
airconditioning wouldn't cope with full carriages, the doorways are slow for
loading and unloading large numbers, and there would be a serious safety
concern about evacuating passengers in an emergency.
